📅 PPWR Compliance Timeline (2026–2040)
DoC & PFAS Ban (25ppb) Take Effect
All packaging must have a Declaration of Conformity. PFAS above 25ppb per substance is banned. Recyclability performance grades introduced.
EU Plastic Levy Increases to €1.00/kg
The EU-wide plastic levy on non-recycled plastic packaging rises from €0.80/kg to €1.00/kg, further increasing the cost gap between plastic and fiber.
PFAS Ban Tightens to 250ppb (Total)
Total PFAS content limit drops to 250ppb. Most conventional plastic coatings will fail compliance at this stage.
Packaging Must Be "Recyclable" (Grade B+)
All packaging on the EU market must achieve at least Grade B on the recyclability scale. Molded pulp is naturally Grade A – no changes needed.
Very Lightweight Plastic Packaging Ban
Plastic packaging weighing <50g per item (e.g., sauce sachets, condiment packets) is banned in the EU. Brands must switch to fiber-based alternatives.
PFAS Ban Tightens to 50ppm (Total)
Final PFAS threshold takes effect. Even trace PFAS in recycled content will trigger non-compliance. Virgin fiber (bagasse/bamboo) is the safest choice.
Packaging Must Be "Highly Recyclable" (Grade A)
Final PPWR target: all packaging must be Grade A recyclable. Molded pulp already meets this. Plastic will require 100% mono-material design.
